Photoshop » Glowing Text

Create a new image in photoshop. Then click on the text tool (T) with the font and size you want.

On your layer palette --> to your right (If it's not open, click Windows » Layers) there should be a little fancy F at the very bottom, click it and go up to outter glow.
Now just fool around with the settings to get what you like. There is plenty, like opacity for how bright you want it, or you can pick smoothness or precise to make it more firm. Just choose what you would like.

My settings for the image below are Blend Mode: Normal, Opacity: %100; Technique: Precise, Size: 3, and the color is white (#FFFFFF).
